POLICY QUESTION:
Does city council support an agreement transferring ownership of the Roxborough gravity interceptor sewer, terminating easements, and granting an access easement to Roxborough Water and Sanitation District (RW&S)?
BACKGROUND:
In 2005, RW&S constructed a lift station, force main and gravity sewer to convey wastewater from its customers to the city's sewer collection system.
In 2006, the city, RW&S and Platte Canyon Water & Sanitation (PCW&S) entered into an agreement regarding the sewer pipeline. This agreement (section 9, page 6) waived any financial contribution of the city in the shared pipeline, statingthat the city would eventually assume the ownership of the entire sewer pipeline.
In order to transfer ownership of the sewer pipe line to the city, a series of easements must be granted as well as a License Agreement to the city. Several easements will be voided across property the city owns.
STAFF ANALYSIS:
The transfer of ownership of the RW&S sewer pipeline will have the city as the sole owner, which is a typical practice.
PCW&S approved the Interceptor Transfer Agreement in May 2016. Operation and maintenance of the gravity sewer will be the responsibility of the city. New sewer pipeline of this type require relatively little routine maintenance.
Odor from the sewer pipeline has occasionally been an issue. RW&S has installed odor control facilities on the lift station and force main, which RW&S will continue to own, operate and maintain on Army Corps of Engineers property. Mainte...
