POLICY QUESTION:

Does city council support amending its Legislative Rules to address items discussed at the December 13 study session?

 

BACKGROUND:

The decorum at city council meetings was discussed at the December 13, 2016 study session and council directed staff to bring forward an amendment to the order of the agenda (see Legislative Rules II.h.)

 

Council also discussed video minutes and directed staff to bring forward  an ordinance changing the definition of minutes.  This proposed ordinance requires the city clerk/recording secretary to produce action minutes for council/board approval  (see Legislative Rules II.j.).

 

The proposed language is highlighted in the attached document.  For clarification: struck language is  deleted and capitalized language is  added.

 

STAFF ANALYSIS:

The Legislative Rules are governing documents adopted by city council by simple motion and can be amended by  simple motion with a majority of a quorum voting in favor of the motion.

 

STAFF RECOMMENDATION:

Support.
