POLICY QUESTION:
Does city council support amending its protocols to address items discussed at the December 13 study session?
BACKGROUND:
Issues pertaining to decorum at city council meetings were discussed at the December 13, 2016 study session and council directed staff to bring forward amendments to its protocols (see Protocols and Standards of Conduct 2.B.).
The suggested amendments are highlighted in the attached document. For clarification: struck language is proposed to be removed and capitalized language is proposed to be added.
STAFF ANALYSIS:
The Protocols and Standards of Conduct are governing documents adopted by city council by simple motion and can be amended by simple motion with a majority of a quorum voting in favor of the motion.
STAFF RECOMMENDATION:
Support.
