South Platte Park Intergovernmental Agreement and Management Plan update

BACKGROUND AND OVERVIEW:

This meeting will be a joint study session with the Littleton City Council and the Board of Directors of South Suburban Park and Recreation District (SSPRD).

 

The purpose of the meeting is to review updates proposed by staff to the South Platte Park Agreement (IGA) and the South Platte Park Management Plan (Management Plan).  Additionally, SSPRD staff will provide updates related to activities of interest to the City.

 

The IGA being amended was initially adopted in 1983.  The update addresses outdated provisions, current practices, and establishes procedures for continued management of the park.

 

The South Platte Park Management Plan was last updated in 2009.  As a general course of action, the plan should be reviewed every 5-7 years to ensure the management plan continues to be valid and relevant. 

 

Staff met earlier this year to discuss the IGA and management plan and agreed upon the proposed revisions.  Staff has provided, as attachments to this report, the 1983 IGA, the proposed 2016 amendment to the IGA and the 2016 draft management plan with significant additions or proposed changes noted through highlighted text and comment notations on the right margin of the page.  Staff will provide a presentation/explanation of changes at the joint study session.

 

Should consensus from council and the SSPRD Board be reached to move forward with the proposed revisions, a public meeting will be held, likely at the Carson Nature Center, to take public comment on the revised management plan.  Comments will be compiled and addressed and a final draft will be completed and brought forward at a future date for adoption by the city council and SSPRD board of directors.
