POLICY QUESTION:
Does city council support increasing council member salaries only for those council members elected at or after the November 3, 2015 election?
BACKGROUND:
At the request of Council Member Stahlman, council held a study session to discuss the current and historical salaries for the council, mayor pro tem, and mayor. Council considered the current salaries and the proposed increase after reviewing comparative data.
The council directed staff to return with an ordinance.
STAFF ANALYSIS:
Staff produced a sample of salaries from similar-sized Front Range communities. There are no administrative concerns or issues related to this policy question.
FISCAL IMPACTS:
The net increase would be $16,000 annually. The increase will take effect in November, 2015 for those council members duly elected at the November election. The impact to the 2015 budget would be $2,000.
STAFF RECOMMENDATION:
Staff supports the council direction and believes the salary increase is appropriate given the time and commitment required for council members to be prepared and effective in their position. Further, staff does not believe that the salary increase creates a situation in which someone would seek a council seat solely for the ‘benefits’ provided by the position.
