POLICY QUESTION:

Does city council support the Prentice Avenue Sidewalk Project Subgrantee Agreement for the 2015 Arapahoe County Community Development Block Grant Program?

 

BACKGROUND:

In 1992, the City of Littleton entered into an agreement with Arapahoe County to participate in the Urban Counties Community Development Block Grant (CDBG) Program.  A summary of the city’s participation in the CDBG Program is attached.  Last October, the city submitted 2015 CDBG applications for the city’s $150,000 set-aside as follows:

 

PRENTICE AVENUE SIDEWALK ($127,500)

This project is a continuation of an on-going program to replace narrow and deteriorated sidewalks in the northeast neighborhoods of Littleton. The 2015 project will install new sidewalk and curb ramps on the south side of West Prentice Avenue between South Hickory and South Windermere Streets. This sidewalk is more than 50 years old with “Hollywood” style rollover curbs. The existing 31" wide (non-ADA compliant) sidewalk will be widened to 60”.  In addition a new 60” wide sidewalk will be installed in front of the building at 800 West Bellevue Avenue connecting with the existing sidewalk to the east.  Our 2015 CDBG contract with Arapahoe County requires the city to install a minimum of 9,000 square feet of new sidewalk and six new curb ramps.

 

STAFF ANALYSIS:

Housing and Urban Development and Arapahoe County have approved the Prentice Avenue Sidewalk Project application.  With the adoption of this resolution and subsequent contract signatures, the project needs only a final award letter and Notice to Proceed from the county in order to move forward. The project will be bid, contracted and completed this year.

 

FISCAL IMPACTS:

The 2015 budget includes $127,500 for Community Development Block Grants. This grant totals $127,500 so no additional appropriations will be required.

 

STAFF RECOMMENDATION:

Staff recommends approval of this resolution to continue the CDBG program.
