POLICY QUESTION:
Does city council support an Intergovernmental Agreement (IGA) between the City of Littleton and Dominion?
BACKGROUND:
The Start-Up and Back-up Service IGA between the city and Dominion authorizes Littleton to provide start-up and emergency back-up wastewater services to Dominion in exchange for fees.
Dominion owns and operates water reclamation facilities to serve Sterling Ranch and nearby properties. The Dominion wastewater system includes two treatment facilities: 1) Chatfield Basin Water Reclamation Facility ("Dominion WRF"), and 2) the Titan Water Reclamation Facility. The Dominion WRF will be upgraded to add advanced treatment systems in connection with other facility upgrades and expansions.
With very low flows during initial development, the two wastewater treatment facilities may not function as efficiently. Therefore, conveying and treating early low flow wastewaters to Littleton could be more effective.
In addition to providing storage if a system problem occurs, Dominion requests that Littleton agree to provide back-up treatment, if necessary. Dominion is proposing an unprecedented level of wastewater service back-up through the city's system and regional system cooperation.
The Littleton sewer system and the Littleton/Englewood Waste Water Treatment Plant (LEWWTP) have capacity to provide these services.
In exchange for the Start-Up Services, Dominion will pay Littleton annually the greater of the following: 1) $200 per Single Family Equivalent ("SFE") per year for homes that have been issued building permits and connected to Littleton; or $40,000 per year (prorated for 2015).
