POLICY QUESTION:
Does city council oppose Amendment 68, pertaining to the expansion of gambling to horse racetracks that will appear on the November 2014 statewide ballot?
 
BACKGROUND:
Amendment 68 has been certified by the Colorado Secretary of State to appear on the ballot this November.  The amendment would expand limited-stakes gambling at horse racetracks in Arapahoe, Mesa, and Pueblo Counties, turning the racetracks into casinos.  
 
STAFF ANALYSIS:
The primary concern from a municipal government standpoint is that Amendment 68 is worded in a manner that requires no separate vote by the community where gambling would occur as required by the state constitution.
 
FISCAL IMPACTS:
None.
 
STAFF RECOMMENDATION:
Staff recommends council approve the resolution to oppose Amendment 68.
