POLICY QUESTION:

Does city council support an amendment to title 9, chapter 1 of the city code, pertaining to residential permit parking?

BACKGROUND:

The residential permit parking ordinance did not provide guidelines to property owners seeking to establish a neighborhood permit parking zone nor did it provide a mechanism to assist the city manager in evaluating requests. In addition, the management of parking permit issuance and enforcement of violations has been shared by two departments, police and public works.

Staff evaluated neighborhood parking permit programs from other cities in Colorado and elsewhere in the nation and assembled an option that fits best the City of Littleton.


STAFF ANALYSIS:

Staff members from the police and public works departments have discussed and agree applications, studies, issuance and enforcement related to Littleton City Code 9-1-11 (Neighborhood Permit Parking) should be managed by one city department. This change will streamline procedures and communication for members of the public and city staff.

In addition, staff agrees it is appropriate and necessary to modify the original ordinance to reflect this change and establish:

* Guidelines for property owners
* Use of neighborhood traffic studies
* Monitoring, issuing, revoking, and enforcing permits
* Expiration dates
* Fees

The ordinance provides the framework for the above items and staff-developed policy documents will provide for the implementation of the program. This is done to avoid having to amend the code for every minor change that may be needed to implement or improve the neighborhood parking permit program.
