PURPOSE:
To consider a Certificate of Appropriateness (COA) application, allowing for the replacement of exterior siding and garage doors, increase in roof height, shifting of an exterior wall, and installation of roof top equipment located at 2659 W. Main St.

DISCUSSION:
The applicant, Earth Saving Solutions, has applied for a COA, on behalf of the property owner, Bradford Auto Body, for 2659 W. Main Street. The application's primary intent is to repair the building as required by code, as a result of a roof collapse. The proposed changes are largely a result of updated regulations from the Environmental Protection Agency, requiring greater safety measures for automobile paint booths than what was previously required.

BACKGROUND:
The subject building suffered a roof collapse that resulted in the demolition of the roof and part of the exterior east wall. The demolition occurred due to life safety concerns surrounding the structural integrity of the areas affected. In order to repair the damage and meet present day code and regulations, the applicant is proposing to make modifications to the building and thereby requires a COA.

The decision criteria for a COA are provided in the Unified Land Use Code Section 10-9-8.1. In staff's opinion the proposed work does not meet all criteria, but could be remedied with conditions on the approval, as outlined below.

ALTERNATIVES:
The HPC may approve, approve with conditions or deny the COA. If the commission denies the subject request, the applicant may appeal the decision to City Council or use the building as it exists, without modification.
