POLICY QUESTION:
Does city council support committing additional funds for construction on the South Platte River enhancement project?
BACKGROUND:
In 2010, an intergovernmental agreement (IGA) was signed between the city, Urban Drainage and Flood Control District (UDFCD) and South Suburban Park and Recreation District (SSPR) to develop a plan to improve low flow conditions in the South Platte River through South Platte Park. From 2011 through 2014, five amendments to the IGA were signed to prepare construction plans, include Arapahoe County as a partner, and allocate additional money for construction. The project comprises grading a stream section to improve aquatic habitat, efficiently utilize low flow released from Chatfield Reservoir, stabilize eroded banks, and create planting areas for riparian vegetation. The first phase constructed improvements near the Carson Nature Center and a second phase continued this work to Reynolds Landing. A third phase, will be from C-470 to West Mineral Avenue. UDFCD will manage the project.
STAFF ANALYSIS:
Construction began in spring of 2013 and continued with the second phase in fall of 2014. The funds proposed for the project by this amendment will allow the remaining work at the south end of South Platte Park to be completed. The same contractor who completed the first two phases will work on this third and likely final phase. The contractor is experienced in this type of work in a sensitive river environment.
FISCAL IMPACTS:
SSPR, the City of Littleton, UDFCD and Arapahoe County will all contribute to the cost of the project. The city's share will come from the Open Space Projects River Enhancement account. Based on p...
