POLICY QUESTION:
Does the city want to enter into an intergovernmental agreement (IGA) with the Colorado Metropolitan Certification Board (CMCB) for fire service training and certifications for Littleton Fire Rescue (LFR) personnel?
BACKGROUND:
LFR has operated under the certification process outlined by the Colorado Division of Fire Prevention and Control for several years, which requires annual certifications for staff of LFR. This process is not only labor intensive but expensive. The CMCB contract will replace the current fire service training and certification process with the Colorado Division of Fire Prevention and Control and allow LFR staff to receive lifetime certifications. Additionally, the CMCB process should greatly reduce the costs of specialty training and certifications for LFR.
The CMCB Board is comprised of five metropolitan fire departments: Denver, Colorado Springs, Aurora , West Metro, and the Poudre Fire Authority.
STAFF ANALYSIS:
CMCB will offer certifications in specialty areas not recognized by the State and will offer lifetime certifications for LFR firefighters.
FISCAL IMPACTS:
The change in accrediting agencies will decrease the annual costs of certifications and the amount of overtime required for testing and evaluations to those required or wishing to become certified as firefighter I and II, fire instructor, fire officer, hazmat operations, and driver operator.
STAFF RECOMMENDATION:
Staff recommends approval for an IGA with CMCB.
