POLICY QUESTION:
Does city council support the RFP and timeline for review and selection of an executive search firm to lead the recruitment for the position of City Manager?
BACKGROUND:
Staff proposes that council use an executive search firm to recruit the city manager utilizing a Request For Proposals (RFP) process.
The RFP and timeline would be used to advertise and review proposals submitted by executive search firms.
STAFF ANALYSIS:
• There are several executive search firms in Colorado recruiting city and town managers. Such firms are able to conduct a more thorough and expeditious search because they maintain databases of qualified executive candidates with experience in positions such as city manager. Such firms also assist in establishing the profile of a city manager that council, employees, and the community are seeking in a city manager.
• The city’s Human Resources department staff are involved in the annual budget, contract negotiations, benefit renewals, and open enrollment, and don’t have the capacity to complete undertake the recruitment.
• The City of Littleton has used executive search firms in the past to fill key positions, including: city manager, finance director, and community development director. It is a common practice among public organizations to use an executive search firm to fill a city manager position.
FISCAL IMPACTS:
• Not to exceed $40,000
STAFF RECOMMENDATION:
Staff recommends that council support the motion to approve the RFP and timeline for selecting an executive search firm to recruit the city manager.
