POLICY QUESTION:
Does city council support an amendment to the 2014 annual appropriation for the City of Littleton?
BACKGROUND:
Staff originally requested a capital purchase for a replacement aerial ladder truck in the 2015 budget for $950,000; however, the city is currently in a position to purchase a spec apparatus from the vendor Pierce in 2014. This is a non-custom truck built by the manufacturer that is available much quicker than a custom built apparatus. This would allow staff to take delivery of an aerial apparatus by March 2015. In order to accomplish this, the city must sign a contract to purchase the apparatus before it is sold. Waiting to purchase another truck would delay the city's delivery date by 12-15 months.
The department recently removed an aerial from service at the recommendation of the city's fleet manager for safety and mechanical reasons. This leaves the department with no reserve aerial truck.
STAFF ANALYSIS:
Staff feels this is a safety issue for our community and it is imperative we purchase a replacement vehicle. Littleton Fire Protection District agrees with this approach and has budgeted for their 50% share of the costs. Signing the contract will secure the purchase of the apparatus and no payments would be required until 2015.
The purchase of the fire apparatus will be made from the Capital Projects Fund and the Littleton Fire Protection District will be reimbursing the city for its equal share in the fire apparatus of $475,000.
FISCAL IMPACTS:
