POLICY QUESTION:
Does city council support a resolution authorizing a Memorandum of Understanding (MOU) between the City of Littleton and Ralston House (RH)?
BACKGROUND:
The Littleton Police Department (LPD), Ralston House (RH), the 1st Judicial District Attorney's Office and Department of Human Services utilize a team response to allegations of child abuse and neglect. The RH provides a neutral, child-friendly environment where forensic interviews, case reviews, training, education and follow-up referrals are made.
LPD has had an MOU with RH since 2008. LPD detectives utilize the technical expertise of forensic interviews to assist with felony child abuse and neglect allegations occurring in the City of Littleton. Often times, child victims disclose information about the crime months or even years after their victimization. In these instances, investigators routinely work with experts at RH to provide follow-up interviews for law enforcement agencies located outside of the Denver metro area and out of state. Law enforcement professionals throughout the United States utilize a similar team response to approach these devastating crimes.
STAFF ANALYSIS:
LPD staff has evaluated the ongoing partnership with RH and fully supports the MOU.
FISCAL IMPACTS:
RH is a Colorado non-profit corporation. The LPD does not expect any fiscal impact related to this agreement.
STAFF RECOMMENDATION:
Staff recommends that the resolution authorizing the Memorandum of Understanding between the City of Littleton and Ralston House be approved.
