PURPOSE:
To consider a Certificate of Appropriateness (COA) application, allowing a marquee and window signs on the building located at 2450 W. Main St. The Historical Preservation Commission (HPC) shall review the application and approve, approve with conditions, or deny the subject request.

DISCUSSION:
The applicant, Paul Bryant, Bryant Flink Architecture and Design, has applied for a COA, on behalf of Town Hall Arts Center, to allow for a marquee and window signs.
BACKGROUND:
Decision criteria for a COA are provided in the Unified Land Use Code Section 10-9-8.1. In staff's opinion, the proposed modifications meet all required criteria and staff recommend approval, subject to the conditions listed in the staff report. The proposed signage is referential of existing design elements and celebrates the current, longstanding use of the property as a theater. The proposed signs do not negatively impact the historic integrity or significance of the building.

ALTERNATIVES:
The HPC may approve, approve with conditions or deny the COA. If the commission denies the subject request, the applicant may appeal the decision to City Council or use the building as it exists, without modification.
STAFF RECOMMENDATION:
Planning staff recommends approval as outlined in HPC Resolution 04-2026, subject to the following conditions:
1) The two impacted terracotta masonry units shall be replaced in-kind;
2) The attic stock shall be retained, in the event that the marquee sign is removed in the future;
