POLICY QUESTION:

Does city council support approval of the Littleton Village Replat 3 Subdivision final plat?

BACKGROUND:

Century Communities has submitted a final plat for 70 residential lots on Lot 2, Block 4 of the Littleton Village Subdivision, a 77-acre, mixed-use development at the northeast corner of Dry Creek Road and Broadway.

On November 18, 2014, city council approved a final plat for Replat 2 comprising three parcels in the easterly 43-acre residential portion of the project: Lot 1, Block 3 (20 single-family lots): Lot 2, Block 3 (22 single-family lots); and Lot 1, Block 7 (68 townhome lots).

Zoning regulations for Littleton Village, including minimum lot sizes and maximum densities, are established on the amended Littleton Village General Planned Development Plan (GPDP), approved by city council in August, 2013.

Architectural and site development requirements are set forth in the Littleton Village Design Standards and Guidelines, a component of the GPDP implemented by staff.

The current application proposes to subdivide Lot 2, Block 4, into 70 townhome lots on 2.89 acres. The planning board approved the preliminary plat on March 23, 2015.

STAFF ANALYSIS:

General Description:

The final plat for Lot 2, Block 4, establishes individual building lots consistent with the zoning regulations in the approved GPDP and the parcel configuration in the overall Littleton Village final plat. The proposed development will comprise ten structures of six townhome units and two structures of five townhome units. The homes will gain access from private alleys and front onto public streets or open space.

FISCAL IMPACTS:

Capital impact facility fees will be collected for each unit...
