DISCUSSION:
The Littleton City Charter, Sec. 124, directs that council shall periodically appoint/convene a Charter Review Committee to perform a comprehensive review of all charter sections and make recommendations to council for amendments and deletions; it has been more than 10 years since a Charter Review Committee was convened.
BACKGROUND:
Creation of the 2025-2026 Charter Review Committee (CRC) was formally adopted by Resolution 39-2025. Following formal creation of the CRC, each council member provided to the city clerk two (2) names for consideration of appointment to the CRC. After a process of determining consensus on a meeting day of the week and time, thirteen members have been actively participating; one has not been able to attend on the selected day of the week/time. As this formally-appointed participant was recommended by Council Member Reichardt, he was asked to submit a new name for consideration. To replace Phil Cooper on the CRC, Council Member Reichardt has put forward Keely Quinn for consideration.
The process for review of the City Charter requires active participation of all members, especially with a time-limited committee and deliverable to council. For this reason, a replacement appointee has been suggested to ensure the process is equally represented and continues to a forward momentum.
Prior Actions or Discussions
April 8, 2025, study session: Council was provided background on the last CRC convened in 2013/2014. Council provided direction to staff to bring forward a resolution to convene a new CRC.
