POLICY QUESTION:
Does city council support establishing an operating fee for retail marijuana establishments?
BACKGROUND:
The Colorado Retail Marijuana Code permits local government to charge an operating fee to retail marijuana establishments to cover administration, inspection and enforcement costs.
STAFF ANALYSIS:
Based on input from the clerk's office, police, planning, and finance, staff recommends an annual operating fee of $2,500 to cover administration, inspection and enforcement costs.
FISCAL IMPACTS:
If all four medical marijuana centers convert to retail marijuana establishments, the city will collect $10,000 in operating fees per year.
STAFF RECOMMENDATION:
Staff recommends approval of the resolution.

I move to approve the resolution establishing operating fees for retail marijuana establishments subject to, and contingent on, approval of Ordinance 04-2016 concerning the regulation and licensing of retail marijuana establishments.
