POLICY QUESTION:
Does city council support annual storm water (storm drainage) and flood management utility fees be set by council resolution?
BACKGROUND:
Littleton City Code section 7-8-8 establishes annual storm water and flood management utility fees. On a periodic basis, council reviews staff proposals to change the annual storm drainage fee. Any fee change requires an amendment to the city code by ordinance.
STAFF ANALYSIS:
Staff is moving most city fees to an annual fee resolution process in which the council will establish fees on an annual basis. The majority of fees are administratively focused and must be commensurate with the cost of providing the services. We believe this will make the fee process more efficient. This fee would be part of the annual fee resolution. The 2015 fee resolution will be reviewed by council on February 3, 2015.
FISCAL IMPACTS:
There will be staff time savings that can be re-purposed to other city business.
STAFF RECOMMENDATION:
Staff recommends approval of the ordinance.
