POLICY QUESTION:
Does city council support appointing a full-time, in-house attorney based on the 2014 legal services evaluation?
 
BACKGROUND:
At the August 5, 2014 city council meeting, the city council appointed Mayor Pro Tem Beckman and Council Member Brinkman to serve as the members of the council appointee review committee.  The committee is responsible for directing the annual review process for all council appointees.  Although the city council has given Ken Fellman high performance ratings, council members have expressed an interest in returning to a full-time, in-house attorney model for delivery of legal services to the city council.   
 
In accordance with Section 54 of the Littleton City Charter,  the city council appoints the city attorney.  
 
FISCAL IMPACTS:
Should city council choose to promote the current full-time, in-house deputy city attorney, the committee recommends a salary of $130,000.  The amount budgeted for 2015 for outside counsel to provide legal services as the city attorney was $130,000.  
 
COMMITTEE RECOMMENDATION:
Because city council members expressed an interest in returning to a full-time, in-house attorney, the committee recommends appointment of the current deputy city attorney.
 
PROPOSED MOTION:
Proposed Motion
Motion to appoint Deputy City Attorney Kristin Schledorn as the city attorney at an annual salary of $130,000; HR Director Erich WonSavage is hereby directed to prepare, and the mayor is authorized to execute, an employment contract with Kristin Schledorn.
