PURPOSE:
City Council has consistently prioritized advancing traffic safety for all users of Littleton's transportation network. Reducing the speed of vehicles enhances safety by lowering both the frequency and severity of traffic accidents.

DISCUSSION:
The City of Littleton has adopted in municipal code the 2024 edition of the "Model Traffic Code" for Colorado municipalities which specifies the speed limit for different types of roadways, including 30 miles per hour on residential roads. The Model Traffic Code also includes a provision empowering cities to adopt by ordinance their own maximum lawful speed limits.
BACKGROUND:
The concept of lowering the default speed limit within city limits has been discussed by members of city council for several years. This discussion evolved into a council priority in 2026, coming out of the city council retreat held February 27-28 and then further refined during the April 7th regular city council meeting.
Prior Actions or Discussions
The Transportation & Mobility Board's discussions have mirrored the city council's discussions and they share the priority of enhancing safety on Littleton's streets.
This ordinance passed on first reading on August 18, 2026.
FISCAL IMPACTS:
City Council adopting an ordinance establishing a default speed limit of 25 miles per hour within city limits, unless otherwise posted, requires limited resources that can be accommodated within the existing budget.
