POLICY QUESTION:
Does city council support the intergovernmental agreement (IGA) with Arapahoe County for the use of Arapahoe County Open Space funds for the design, permitting and bid documents for the Riverside Downs trail improvement project?

BACKGROUND:
As part of the 2014 South Platte Working Group (SPWG) project list, a focus for economic development along the South Platte River was identified as a desired outcome. Additionally, as an outcome of the 2014 SPWG Charrette, improved trail connection and associated landscaping and other site improvements adjacent to the Riverside Downs commercial development was identified as a high priority. Council has previously supported this project, and the requested IGA is the next step in seeing this project to conclusion.

STAFF ANALYSIS:

The city has been a member of the SPWG since its inception and has worked collaboratively to improve the South Platte River and South Platte Park. The city has partnered with Arapahoe County and other entities in grant opportunities and the sharing of expenses for improvements along the South Platte corridor. This IGA is in service of these goals and enforces the strong relationship the city has with its partners. Without this funding, the city will bear the entire cost of the project.

FISCAL IMPACTS:

This cost of this phase of the project is $140,000. The county has pledged $70,000 or 50 percent of the full amount.

STAFF RECOMMENDATION:

Staff recommends council approve this resolution.
