BACKGROUND:

Staff invited Planning Commission members to submit topics for discussion at a preparatory study session on September 28, 2026, ahead of the joint city council-planning commission meeting.  During the study session, the planning commission narrowed the discussion topics with one of those topics being an end-of-the-year recommendation memo.  At the joint city council-planning commission meeting, consensus was reached to move forward with an annual recommendation memo from planning commission outlining policy priorities.
