PURPOSE:
Does city council support the resolution to amend the non-exclusive license agreement for the use of certain facilities located at Station 12 to remove the emergency operations center as a licensed premise?

SUMMARY:
The Emergency Operations Center (EOC) used to be located at Station 12. The 911 Communications Center vacated this area in December 2019. All equipment was dismantled and removed or repurposed. Certain IT system equipment remains located at Station 12 inside a small closet. There are also three antennas on the roof of the building.

PRIOR ACTIONS OR DISCUSSIONS:
The Pre-Unification Agreement with South Metro was approved on April 18, 2018.
The Non-Exclusive License Agreement for Station 12 was entered into on January 1, 2019.

ANALYSIS:
Staff Analysis
Given the EOC space has been vacated and is no longer required by the 911 Communications Center, the proposed amendment would remove this space as a licensed premise from the original agreement.

The IT Department is evaluating the future placement of the IT equipment that still resides there, but there are no immediate plans to relocate this equipment. Similarly, the three antennas on the roof will need to remain until an alternative communications medium (i.e., fiber) can be installed throughout the city. The antennas will continue to require basic IT hardware and power from the IT closet.
