PURPOSE:
Does Littleton City Council wish to approve a letter of support to the State Legislature in favor of alternative voting methods?

DISCUSSION:
Currently, the city coordinates elections with Arapahoe, Douglas, and Jefferson counties; these elections are run in compliance with Title 1, the Uniform Election Code. As such, elections are run using plurality voting. Coordinating elections reduces confusion for registered electors by providing one ballot with all ballot measures and candidates and minimizes costs to the city as well. By coordinating, we are subject to the limitations of the counties’ capabilities regarding the manner of voting, i.e., plurality, ranked choice (also known as instant runoff voting), approval voting, etc
BACKGROUND:
HB 21-1071 allowed municipalities to refer elections using instant runoff voting to be conducted as part of a coordinated election and directed the SOS to promulgate rules for instant runoff voting. Rules have been promulgated, providing direction to municipalities wishing to use this method of voting.
Prior Actions or Discussions
At their August 13, 2024, study session, council directed staff to draft a letter of support to the Legislature regarding alternative voting methods.
