POLICY QUESTION:
Does council support collecting funds from three property owners on East Dry Creek Road to pay a portion of the costs to underground electrical lines along the south side of East Dry Creek Road?
BACKGROUND:
The city has underground utility agreements with three property owners along East Dry Creek Road. The agreement for the Sinclair service station at 7500 South Broadway was signed in 1985 when this property was developed. The retail center at the southwest corner of East Dry Creek Road and South Grant Street, 250 East Dry Creek Road, was part of a Subdivider Improvement Agreement (SIA) with the city, also executed in 1985. The Courtesy Acura property at 7590 South Broadway has frontage on East Dry Creek Road between the Sinclair station and the retail center, and their underground utilities agreement was signed in 2002.
STAFF ANALYSIS:
All three of these agreements are still in effect today, and staff would like to proceed with undergrounding at this location. The project will be part of a larger undergrounding effort burying electrical lines from Broadway to South Grant Street. Also, as part of this project, the city is installing two more street lights to complement new lights installed on the north side of Dry Creek Road as part of the Littleton Village development.
FISCAL IMPACTS:
The city will pay for its share ($417,000) from the 1% Xcel Energy Underground Fund and the three properties will pay their share to the city.
STAFF RECOMMENDATION:
Staff recommends that council approve the resolution.
