POLICY QUESTION:
Does city council support an amendment to the agreement between the Douglas County Commissioners and the Littleton Police Department (LPD)?
BACKGROUND:
The LPD has used the SOTAR™ SYSTEM since 2012. The SOTAR™ SYSTEM is a web-based interactive software program designed to manage and exchange information regarding sex offenders who work and or reside in the City of Littleton and surrounding areas. In addition to the legal requirements to track sex offenders, the LPD understands these individuals pose a serious risk to the community and the SOTAR™ SYSTEM allows the LPD to identify, track, and locate offenders.
The FBI Criminal Justice Information Services (CJIS) Security Policies require certain protocols when accessing the SOTAR™ SYSTEM. This amendment reflects these procedures and sets forth an agreement which LPD users will adhere to.
STAFF ANALYSIS:
The LPD has evaluated the benefits of the SOTAR™ SYSTEM as an important tool in managing the sex offender population. It is staff’s recommendation to continue utilizing the program.
FISCAL IMPACTS:
There are no fiscal impacts as a user of the SOTAR™ SYSTEM
STAFF RECOMMENDATION:
Staff recommends that the resolution approving the first amendment to the agreement between the Douglas County Commissioners and the LPD be approved.
