PURPOSE:
With the rise in the use of e-bikes and e-motors, the Littleton Police Department recommends adopting new ordinances that establish required safety equipment, outline circumstances for impoundment, and clarify parental responsibility.

DISCUSSION:
The community has experienced a significant increase in the use of e-bikes and e-motors. Due to their maneuverability and high speeds, some riders are operating these devices in ways that create safety concerns for both themselves and others. The department has observed risky behaviors that necessitate clearer regulations and enforcement capabilities.
Public education efforts have been on-going through the department's website, social media, rider classes, and a community bicycle event. These efforts have helped raise awareness but have not fully addressed the enforcement gap identified by staff. The department will continue partnering with Littleton Public Schools to expand education on safe and appropriate use of e-bikes and e-motors.
BACKGROUND:
Current city ordinances allow officers to charge individuals with reckless or careless operation of e-bikes or e-motors. However, officers do not currently have authority to impound these vehicles when such charges occur. This limitation is particularly challenging when dealing with juvenile riders, who represent a substantial portion of users. Impoundment authority would allow officers to secure the vehicle until a court decision is made or a parent or guardian retrieves it.
