PURPOSE:
Does council support approving a contract with Spectrum General Contractors, Inc. for exterior rehabilitation work to the Geneva Lodge facility?

DISCUSSION:
The Geneva Lodge exterior siding, windows, and brickwork have deteriorated and need replacing to weatherproof and preserve the structure. The scope includes replacing exterior wood siding and trim, exterior masonry, 10 exterior wood doors, 105 historic and non-historic wood windows and site drainage improvements. Early estimates indicated the project could potentially be a $800K - $900K project.
City staff initiated the grant application process in 2021 to obtain a State Historic Fund Grant for the scope of work; Facilities Management secured a $250,000 Grant from the Colorado State Historical Fund (SHF) to assist with a portion of the overall expense. SHF awarded us the grant on June 1, 2023. Once the grant was accepted by City of Littleton in December 2023, a Request for the Proposal (RFP) process was initiated. A formal sealed bid process/evaluation was followed, and the bidder recommended by staff is Spectrum General Contractors, Inc.
BACKGROUND:
The Geneva Lodge is owned by the City of Littleton. The Craftsman-style frame building was built in the 1920s and was the centerpiece of the farm that was on the property, owned by Mr. and Mrs. Sweet and their Romoco Poultry Farm.
