PURPOSE:
Staff is seeking input from the Planning Commission regarding several updates to the Unified Land Use Code (ULUC). Final ULUC updates will be brought to the planning commission for recommendation in the future.

DISCUSSION:
Staff will provide a presentation to discuss an overview of the proposed text amendments to the platting process, and the process for providing mailing notifications. Staff will also present a framework for developing a Shopping Center and Campus Signage Plan process, which has been amended since the February 24, 2025, planning commission study session and the March 11, 2025, joint city council/planning commission study session.
BACKGROUND:
The ULUC indicates that Master Sign Plan provisions were intended to be included in the original code, however, those provisions were not drafted, and the references indicate "Reserved." There are several multi-parcel developments on the horizon, and other existing sites, that could benefit from a single, cohesive signage plan and application. Staff intends to draft a text amendment that addresses the "reserved" section of the ULUC and create regulations that would apply to a site that could contain multiple parcels or tenants in ways that the current code does not contemplate. Staff received input from planning commission and city council resulting in a proposed name change to Shopping Center and Campus Signage Plan.
