Ordinance on second reading providing that the annual sanitary sewer service charges be set annually by council resolution.

POLICY QUESTION:
Does city council support establishing annual sanitary sewer service charges by council resolution?
BACKGROUND:
Littleton city code section 7-5-20 establishes annual sanitary sewer service charges. On an annual basis, council reviews staff's proposal to change annual sanitary service charges (unless there is no change proposed).
STAFF ANALYSIS:
Staff is moving to an annual fee resolution process in which the council will establish many city fees on an annual basis. The majority of fees are administratively focused and must be commensurate with the cost of providing the service. We believe that this process will be more efficient in providing timely and accurate fees for services provided. These two fees would be part of the annual fee resolution. The 2015 fee resolution will be reviewed by council on February 3, 2015.
FISCAL IMPACTS:
There will be staff time savings that can be re-purposed to other city business.
STAFF RECOMMENDATION:
Staff recommends approval of the ordinance
PROPOSED MOTION:
Proposed Motion
I move to approve on second reading an ordinance providing that the annual sanitary sewer service charges be set by council resolution.
