POLICY QUESTION:
Does city council support granting an easement to Denver Water to extend a water main into Reynolds Landing to facilitate the installation of flush restrooms and other improvements at the park?
BACKGROUND:
On July 21, 2015 city council and the board of South Suburban Parks and Recreation (SSPR) approved the master plan for Reynolds Landing, near Breckenridge Brewery. The master plan includes the construction of restrooms, drinking fountains and other improvements that require the extension of a water main that stops close to the entrance to Breckenridge Brewery.
STAFF ANALYSIS:
Council adopted the master plan and committed significant funding to begin the improvements at Reynolds Landing. Those improvements cannot be completed unless the water main is extended and an easement granted to Denver Water.
The water main extension will be outside of the environmental covenant on the property and will be sited to minimize disturbing the improvements in place at Reynolds Landing. SSPR owns the north side of Reynolds Landing and will need to grant an easement to Denver Water for this water line.
FISCAL IMPACTS:
There is no fiscal impact to granting the easement for the water main extension.
STAFF RECOMMENDATION:
Staff recommends adoption of the ordinance granting an easement to Denver Water.
