POLICY QUESTION:
Does city council support the adoption of a surcharge on citations to fund the costs associated with implementation and maintenance of an electronic citation (e-citation) program?
BACKGROUND:
During several discussions about an electronic-citation program, council directed staff to investigate surcharges on e-tickets to recoup the associated costs.
Council received an update in December, 2013 that the estimated surcharge to implement a revenue-neutral program would be between seven and eight dollars. Council directed staff to develop an ordinance to establish the surcharge once all costs of the program were finalized and rollout was imminent.
Partial implementation of the e-citation system occurred in October with a full deployment expected in early 2015.
STAFF ANALYSIS:
Staff evaluated initial software and hardware costs, and five-years of on-going equipment replacement and software costs associated with the operation of the program.
Recent ticket data shows Littleton police issue about 12,000 citations per year (traffic, parking, and general offense) on average. Staff took the expected six-year citation total and divided by the estimated costs over those six years to obtain the recommended surcharge of $6.75 per ticket.
FISCAL IMPACTS:
The recommended surcharge is expected to generate enough revenue to make the implementation of the e-citation program revenue neutral specific to the equipment and software costs.
