PURPOSE:
To set a public hearing to determine if the City consents to the dissolution of the Highline Business Improvement District.

DISCUSSION:
The Highline Business Improvement District which is situated in the SouthPark business area and particularly as the Ridge at SouthPark pursuant to state statute C.R.S 31-25-1201 et seq.was formed back in 1998 for the purposes of providing a financing mechanism to construct the public improvements and infrastructure needed to support the development. All those improvements have either been dedicated or assumed and they are posed to provide their final financial obligation by the end of this year, which would no longer necessitate the need for the Highline Business Improvement District's operation or collection of funds.
BACKGROUND:
The City approved the formation of the Highline Business Improvement District pursuant to City Ordinance Number 25, Series of 1998 on August 18, 1998. The mills were 11.459 in 2024 and 4.636 in 2025.
Prior Actions or Discussions
This ordinance passed on first reading on October 7, 2025.
FISCAL IMPACTS:
There is no financial impact to the City of Littleton. Property owners who have paid property taxes pursuant to the BID would be alleviated of those obligations as it relates to the Highline Business Improvement District.
STAFF RECOMMENDATION:
Staff believes it is appropriate to wind down organizations whose financing mechanisms have been satisfied and set the matter for public hearing.
