PURPOSE:
Does city council support a grant application to Arapahoe County Open Spaces (ACOS) for trail underpasses and connections at Slaughterhouse Gulch Park?

SUMMARY:
The purpose of the project is to construct two multi-use trail underpasses at the Consolidated Mainline Railroad and Rio Grande Street and trail connections from Slaughterhouse Gulch Park to the Littleton Community Trail through Geneva Park. This work will be completed in conjunction with bridge work over Slaughterhouse Gulch funded through the Capital Projects Fund.

PRIOR ACTIONS OR DISCUSSIONS:
Historically, the city has applied for numerous grants through the Arapahoe County Open Spaces grant program to make improvements to many parks and trails located in the city limits. The 2020 budget includes sufficient appropriation for ACOS portion of this project through the Open Space Fund with the City's match coming from the Capital Projects Fund as part of the Slaughterhouse Gulch Bridge project.

ANALYSIS:
Staff Analysis
The grant request will be $253,564 with an additional $84,521 in local grant match for a total project cost of $338,085. The resolution language is required by ACOS. If awarded, the project will likely start in 2020, depending on weather and other variables.

Applications were submitted to ACOS on April 24. The deadline for obtaining a resolution of support and endorsement from the governmental body of the applying local government to be considered for funding was extended to May 15 as a result of the COVID-19 pandemic.
