POLICY QUESTION:
Does city council support approving the amendment to the intergovernmental agreement to account for additional funding to address improvements to the South Platte River corridor in South Platte Park?
BACKGROUND:
The city has been involved in projects to address river channel, drainage and various other flood control improvements to the South Platte River within South Platte Park in recent years. This agreement addresses additional funding from all project partners to reconstruct improvements that were damaged or lost due to the extraordinarily high spring run-off/high flows in the South Platte River in 2015.
STAFF ANALYSIS:
This project and the city's allocation of $500,000 was discussed and approved by city council in the 2016 budget. The intergovernmental agreement recognizes this contribution, as well as additional contributions by the Urban Drainage and Flood Control District ($100,000), South Suburban Parks and Recreation ($50,000), and Arapahoe County Open Space ($480,000) for a total project cost of $1,130,000.
Construction will be done outside of the spring run-off cycle and is tentatively scheduled to start in mid-July (once discharges from Chatfield Reservoir drop below 200 cubic feet per second) and is estimated to be completed in September. Revegetation (tree and bush planting and grass reseeding) will be completed in the spring of 2017 to take advantage of spring moisture and ensure better root establishment.
FISCAL IMPACTS:
