POLICY QUESTION:
Does city council support removing the licensing requirements for peddlers and hawkers, coin operated vending and amusement machines, taxicabs, and pool and billiard halls and providing that the registration and license fee for rental property owners be set annually by council resolution?
BACKGROUND:
Over the last several years, city council and staff have been frustrated with the condition of our municipal code, and we have been working to update and revise sections of the code. As part of this code cleanup project, staff evaluated our licenses and associated fees. First, the licenses were evaluated for need and value. Then, fees were looked at to see if they were necessary to recover the costs associated with the license, and if so, was the fee set appropriately to cover the cost of the service.
STAFF ANALYSIS:
Staff has recommended elimination of licenses and fees for which we do not receive applications or for those which are so minimally impactful that they are not necessary. Further, the remaining fees are being proposed to be removed from the code and moved to an annual fee resolution, which would come before council. These actions are in service of efficient and effective service delivery to our community.
FISCAL IMPACTS:
Staff does not expect any fiscal impact associated with this request.
STAFF RECOMMENDATION:
Staff recommends council approve this ordinance.
