REQUESTED COUNCIL ACTION:
Does city council support approving a resolution authorizing the mayor to execute special warranty deeds on behalf of the members of Littleton Fire Rescue (LFR), the City of Littleton, Littleton Fire Protection District and Highlands Ranch Metropolitan District, conveying Stations 13, 14, 15, 17 and 18 to South Metro Fire Rescue Fire Protection District?
BACKGROUND:
In November 2017, the Littleton Fire Protection District and Highlands Ranch Metropolitan District notified the city that they would terminate their participation in LFR as of December 31, 2018. The voters of these districts approved inclusion into the South Metro Fire Rescue Fire Protection District (SMFR) on May 8, 2018. On April 18, 2018, the city entered into a Pre-Unification Agreement with SMFR. During the time that the partners participated in LFR, the city managed the properties regardless of who paid for them. The city hired the employees for all of the stations operated by LFR and operated the entire budget.
With all three partners in LFR moving to SMFR, they have agreed to enter into an Asset Conveyance Authorization Agreement to convey all property to SMFR, including the real property and the buildings on which Stations 13, 14, 15, 17 and 18 are located.
PRIOR ACTIONS OR DISCUSSIONS:
City council approved the Pre-Unification Agreement with SMFR on April 18, 2018.
STAFF ANALYSIS:
The city has functioned as the managing entity of LFR since its inception. All of the parties to LFR have voted to become fully included with SMFR.
