POLICY QUESTION:
Does city council support an Intergovernmental Agreement (IGA) with the Town of Columbine Valley and Arapahoe County to fund a preliminary traffic study of Platte Canyon Road?
BACKGROUND:
In December of 2014, Columbine Valley asked Littleton, Arapahoe County and the Colorado Department of Transportation (CDOT) to participate in the traffic study of Platte Canyon Road between Bowles Avenue and Mineral Avenue. City council approved that IGA. Since that time, CDOT decided not to participate financially in this study but to remain part of the study team.
STAFF ANALYSIS:
Staff recommends that the city participate in this study as there are commercial properties in Littleton that access this road and many Littleton residents use Platte Canyon Road on a daily basis.
FISCAL IMPACTS:
There are two changes proposed to the original IGA:
1. The study cost has been reduced from $13,000 to $11,000 due to CDOT's withdrawal.
2. The Scope of Work changed and the study will not consider the four lane alternative based on the anticipated construction costs and other difficulties.
The city's funding has not changed and will remain at $1,000.
STAFF RECOMMENDATION:
Staff recommends approval of the IGA.
