PURPOSE:
South Platte Water Renewal Partners (SPWRP) recommends approval of a permanent easement with Public Service Company of Colorado (Xcel Energy) for the SPWRP Biogas Pipeline and Custody Transfer Station (Gas Recovery Facility). As joint-owners of the SPWRP wastewater treatment facility, approval by ordinance is required by both the City of Littleton and City of Englewood Councils. This recommendation was approved by the SPWRP Supervisory Committee on March 26, 2020.

SUMMARY:
In February 2017 SPWRP initiated a feasibility study to evaluate the economic and environmental benefits of implementing a Biogas use recovery facility. Based on the feasibility study results, a recommendation was made for full-scale implementation for a pipeline injection project. In August 2018 a contract was awarded for construction of the SPWRP Pipeline Injection Project (Gas Recovery Facility). The gas recovery facility includes capture of the existing biogas generated as part of the wastewater treatment process, cleaning and treating it to natural gas quality, and then injecting it into Xcel Energy's national pipeline system.

As part of the Project, a separate contract was executed with Xcel Energy to construct a gas transfer station and service pipeline to Xcel Energy's system.
