POLICY QUESTION:
Does city council support a grant application to Arapahoe County Open Spaces (ACOS) for improvements at Bowles Grove Park?
BACKGROUND:
Council approved $125,000 in the 2017 open space budget, to be matched equally by South Suburban Parks and Recreation (SSPR), to address improvements at Bowles Grove Park and Ballfield. The project will include renovation of the ball field and two multipurpose fields, as well as improved aeration and irrigation filtration in the pond.
STAFF ANALYSIS:
The grant request will be approximately $250,000. The resolution language is required by ACOS. SSPR will write the application and apply through the city; this has been a common arrangement in funding park and open space improvements. If awarded, the project will likely start in the spring of 2018, depending on weather and other variables.
Applications are due February 3 and must include a resolution of support/endorsement from the governmental body of the applying local government to be considered for funding.
If funding is awarded, the grant amount will be reflected in the 2018 budget.
FISCAL IMPACTS:
This application seeks to leverage an investment in Bowles Grove Park improvements of $125,000 by the city into a total project of approximately $500,000.
Should the grant not be awarded, SSPR and city staff will work to address improvements at the park within the budgeted amounts from both organizations.
STAFF RECOMMENDATION:
Staff recommends approval.
