POLICY QUESTION:
Does city council support the adoption of an IGA with Arapahoe County to receive a $300,000 grant to complete improvements at Reynold's Landing?
 
BACKGROUND:
The city applied for a grant from Arapahoe County Open Space to expand the parking lot at Reynold's Landing by 46 spaces, and add a trail extension from the existing parking lot through city open space to the south (adjacent to the new Breckenridge Brewery and Farmhouse Restaurant) tying into a new roundabout on the Mary Carter Greenway Trail.  Attached is the grant application with budget and concept plan documents.
 
STAFF ANALYSIS:
Approval of the IGA allows the project to move forward as planned.  Staff will coordinate with South Suburban Parks and Recreation to bid the project and manage construction.
 
FISCAL IMPACTS:
Council budgeted $1.1 million in the 2015 budget for improvements at Reynold's Landing.  This project is budgeted at $494,000; $300,000 will come from this grant and will be matched with $194,000 in city open space funds.
 
STAFF RECOMMENDATION:
Staff recommends adoption of the IGA.
