POLICY QUESTION:
Does city council support approving the maintenance agreement for Mary Carter Greenway at Riverside Downs area between the City of Littleton, South Suburban Park & Recreation District and Hillside Farms?

BACKGROUND:
The City of Littleton, South Suburban Park & Recreation District ("SSPRD") and Hillside Farms are cooperating in the construction, operations and maintenance of new pedestrian/bicycle trails, plaza, and nature area on the South Platte River at Riverside Downs. The city has contracted with DHM Design Corporation ("DHM") to design the improvements necessary for Mary Carter Greenway at Riverside Downs. Hillside Farms has agreed to contribute towards the costs of the improvements.

STAFF ANALYSIS:
At their joint meeting on 1/20, City Council and the SSPRD Board of Directors approved the master plan for the project Mary Carter Greenway at Riverside Downs. The agreement under consideration explains the responsibilities of each party pertaining to the construction, operations and maintenance of the project.

FISCAL IMPACTS:
The City is responsible for the cost of the construction of the project, estimated to be $1,060,000. Council has budgeted $900,000 for the project. Staff has submitted an application for funding to Arapahoe County Open Space for dedicated South Platte Working Group funds and anticipates receiving approximately $500,000 for the project, leveraging city funds and buying down our costs.

STAFF RECOMMENDATION:
Staff recommends approval of the agreement as presented.
