POLICY QUESTION:
Does city council support amending the Intergovernmental Agreement (IGA) with West Metro Fire Protection District (WMFPD) eliminating the auto aid provision?

BACKGROUND:
Several years ago WMFPD stopped providing automatic aid to the City of Littleton and required a contract for this service. The contract was developed primarily to provide emergency response to the TrailMark neighborhood in Littleton. The cost to Littleton Fire Rescue (LFR) is approximately $328,000 per year. The average call volume in TrailMark is three per month over the past two years, resulting in an approximate cost of $9,100 per incident. There have been only minimal improvements in response times under this agreement. WMFPD cut resources in 2014 as a result of a failed mill levy increase. One engine was cut at the station that provided primary response to TrailMark.

STAFF ANALYSIS:
In cooperation with the fire partners at Highlands Ranch Metropolitan District and the Littleton Fire Protection District, LFR intends to apply the same funds to establish its own station to serve TrailMark. The apparatus assigned to the station would also provide back-up support to other response areas, which WMFPD does not provide. Including operating and maintenance costs split between the fire partners will cost slightly more than last year's payment to WMFPD.

FISCAL IMPACTS:
Amending the IGA with WMFPD will result in a $328,000 cost savings which could be redirected to pay the annual operating and maintenance costs of a new station in TrailMark.

STAFF RECOMMENDATION:
Staff recommends amending the IGA with WMFPD.
