PURPOSE:
To approve the renewal of property/casual liability insurance with CIRSA. .

DISCUSSION:
The City of Littleton partners with CIRSA for its insurance coverage, management of claims for covered losses, legal representation of certain claims, training and education, risk assessments, risk management, loss control services, and related support. The 2026 renewal reflects an increase from $662,816 in 2025 to $808,288 in 2026, with law enforcement liability comprising 50% of the increase. Auto physical damage, public officials' errors and omissions, and general liability account for the remaining increase. The CIRSA contract is competitively priced and consistent with current industry standard.

BACKGROUND:
CIRSA is a municipal self-insurance pool that is dedicated to providing Colorado municipalities and public entities with property/casual liability coverage including risk management and risk assessment for its members. CIRSA was originally formed by municipalities for the purposes of helping manage costs and liability collectively. The City of Littleton has been a member of CIRSA since 1984. There are currently over 290 municipalities and public entities that are members of CIRSA. By being able to pool resources, members can help manage costs and risks. Annually, in part based on previous years claims and costs for services, CIRSA provides new rates or premiums for services. The item before you tonight renews coverage for the 2026 calendar year.
