POLICY QUESTION:
Does city council support amending the city charter regarding the Election Commission?
BACKGROUND:
City council passed Resolution 28-2013 creating the 2013 Littleton Charter Review Committee (LCRC) and directed the committee to review the charter and to make recommendations to the council for amendments to address the current and future needs of the city. The LCRC met between 9/9/13 and 5/28/14 to review and discuss the charter, and on 8/5/14 made recommendations to council. On 5/26/2015, council requested staff to bring forward the ordinances for the charter amendment ballot questions.
STAFF ANALYSIS:
Currently, per the city charter section 11, the election commission is composed of the city clerk who serves as chair, and two qualified electors appointed by city council who serve four-year staggered terms.
The amendment recommends that as the city clerk should remain on the election commission but as the non-voting chair. In addition, the election commission needs more than two qualified electors to provide guidance to the city clerk regarding election policy and procedure and increase representation from citizens.
The LCRC and the city clerk agree that this question would be a policy improvement for an important commission.
STAFF RECOMMENDATION:
Staff recommends approval of the ordinance.
