REQUESTED COUNCIL ACTION:
Does city council support approving an Intergovernmental Agreement (IGA) with Douglas County for a coordinated election on November 6, 2018?

BACKGROUND:
The attached IGA allocates responsibilities between the Douglas County Clerk and Recorder and the City of Littleton for the November 6, 2018 coordinated mail ballot election.

PRIOR ACTION OR DISCUSSIONS
On August 7, 2018, city council approved five ballot questions to be placed on the November 6, 2018 ballot.

STAFF ANALYSIS:
The Littleton Election Commission met on August 9, 2018 and unanimously approved the City of Littleton hold the November 6, 2018 regular election as a coordinated mail ballot election with Arapahoe, Douglas, and Jefferson counties.

Pursuant to C.R.S. 1-7-116(1) if the city and the county hold elections on the same day in November and the eligible electors are the same or have overlapping boundaries, the county clerk is the coordinated election official and shall conduct the election on behalf of all political subdivisions.

The city is required to enter into an IGA with each of the counties by August 28, 2018, pursuant to C.R.S. 1-7-116(2). Coordinated elections save taxpayer dollars by working with all political subdivisions, counties, and the Secretary of State's office, which results in cost sharing.

The cost of the coordinated election is based on the number of active registered voters. There are approximately 453 Littleton voters in Douglas County.
