DISCUSSION:
The Littleton City Charter, Sec. 124, directs that council shall periodically appoint/convene a Charter Review Committee to perform a comprehensive review of all charter sections and make recommendations to council for amendments and deletions; it has been more than 10 years since a Charter Review Committee was convened.
BACKGROUND:
If creation of the CRC is approved, staff will ask council to provide the names of not-less-than two City of Littleton residents to form the CRC, which shall serve in an advisory capacity to council, reviewing existing charter sections and making recommendations to council on revisions based on best practices in similar municipalities, any adopted legislation that now makes a section(s) contradictory, or other clean-up as needed.
Prior Actions or Discussions
At the April 8, 2025, council study session, staff presented an overview of the Charter Review process and asked for council direction on next steps.
FISCAL IMPACTS:
There are no direct costs associated with the creation of a CRC. Should the committee return recommendations to council that require community outreach and education, there would be costs associated with that process. Any recommended changes to the charter put forth as ballot measures would also incur a cost associated with the shared expense of a coordinated election.
STAFF RECOMMENDATION:
Staff recommends council approval of the resolution calling for the creation of a CRC.
ALTERNATIVES:
If council opts not to approve the creation of a CRC, council could provide direction to staff to bring this subject back at a later date and time. A...
