POLICY QUESTION:
 
Does the city council support amending the city code to establish requirements for municipal court proceedings and licensure requirements for judges in order to qualify the court as a municipal court of record?
 
BACKGROUND:
 
Colorado Revised Statutes § 13-10-101, et seq., requires that qualified municipal courts of record keep a verbatim record of proceedings and evidence at trials by either electronic devices or stenographic means, and requires the judge be admitted, and licensed, to practice law in Colorado.  The city charter requires the judge possess an LL.B. degree or be admitted to practice law in Colorado.  
 
STAFF ANALYSIS:
 
The proposed ordinance meets the statutory requirements of C.R.S. § 13-10-102(3).  
 
FISCAL IMPACTS:
 
None.
 
STAFF RECOMMENDATION:
 
Staff recommends approval of the ordinance.
